Suspect materials may include vinyl floor tile, flooring mastic, linoleum, pipe and boiler insulation, thermal system insulation, plaster, skim coat, joint compound, ceiling tile, acoustic texture, roofing, caulking, glazing, transite, fireproofing, mechanical-room materials, and other building products.
Asbestos-containing material cannot be confirmed by color, age, texture, manufacturer, or visual appearance alone. A representative sample must be collected safely and analyzed using a method appropriate to the material and regulatory purpose.
Angstrom provides independent inspection, testing, sampling, air monitoring, consulting, and reporting. We do not perform asbestos abatement, demolition, remediation, reconstruction, or waste-disposal contracting.
Common reasons for an inspection
Flooring, walls, ceilings, plumbing, mechanical systems, roofing, windows, façades, kitchens, bathrooms, and other work may disturb suspect materials.
A building or project-area survey may be required before demolition, structural removal, gut renovation, or permit-related work.
Older vinyl tile, sheet flooring, linoleum, leveling compounds, mastics, and underlying layers may require testing before removal or covering.
Mechanical rooms, basements, crawl spaces, risers, valves, fittings, boilers, tanks, and steam or hot-water piping can contain suspect insulation.
Broken insulation, fallen ceiling material, drilling, scraping, water damage, contractor work, demolition debris, or accidental disturbance may require evaluation.
Air and settled-dust testing may be considered after a disturbance, suspected migration, improper work, abatement, cleanup, or contamination complaint.
Visual inspection and appropriate air sampling may be required or requested after abatement, emergency cleanup, enclosure work, or corrective action.
Owners, tenants, managers, schools, utilities, contractors, attorneys, insurers, lenders, and agencies may need independent written documentation.
Inspection, sampling and project support
The scope depends on the material, building, jurisdiction, planned work, disturbance history, regulatory pathway, sample type, analytical method, and intended use of the results.
Representative samples are collected from suspect building materials and submitted for asbestos analysis using methods appropriate to the material and jurisdiction.
Accessible suspect materials within a defined work area or building may be inspected, sampled, quantified, mapped, and documented before planned disturbance.

Suspect asbestos-containing materials
Asbestos was used in many fire-resistant, insulating, cementitious, flooring, roofing, surfacing, and mechanical-system products. Product age and appearance can guide an inspection, but laboratory testing is required for confirmation.
Walls, ceilings, roofs, floors, and mechanical insulation may contain several distinct layers or homogeneous materials. A sample of one layer does not necessarily characterize every layer, repair, patch, coating, adhesive, or visually similar area.
Site-specific inspection and sampling
We review the building, project area, planned disturbance, permit needs, material locations, prior surveys, renovation history, and reporting objective.
Materials are evaluated by location, use, appearance, layer, condition, installation pattern, homogeneity, and relationship to the planned work.
Sample groups and locations are selected to represent distinct homogeneous materials, layers, repairs, work areas, and regulatory requirements.
Samples are collected using controlled techniques and documented with unique IDs, material descriptions, locations, photographs, and chain of custody.
Samples are submitted to an appropriately accredited laboratory. The analytical method is selected for the material and project requirements.
Results are reviewed with the inspection, sample grouping, material layers, building history, planned work, limitations, and applicable regulatory pathway.
Common inspection settings
Air monitoring and microscopy
Phase contrast microscopy counts fibers meeting specified dimensional criteria, but it does not identify whether each counted fiber is asbestos. PCM may be used for selected worker exposure, area, background, perimeter, and clearance applications.
Flow rate, sample volume, filter loading, environmental dust, analytical sensitivity, sample location, duration, and applicable criteria must be considered.
Transmission electron microscopy can distinguish asbestos fibers from non-asbestos fibers and can detect smaller structures than PCM. TEM may be useful for selected investigations, AHERA projects, confirmation, low-level evaluation, or project-specific needs.
The method, analytical sensitivity, counting rules, sample preparation, and intended comparison criterion should be established before sampling.
Air samples collected after an incident should be interpreted with the source material, duration and extent of disturbance, ventilation, cleaning, settled dust, visible debris, elapsed time, access, and whether fibers may have already settled or migrated.
A low air result does not prove that surfaces, contents, HVAC components, or concealed areas are free of deposited contamination.
Clearance is not simply the collection of an air sample. Applicable projects may require completion documentation, visual inspection, dry and clean conditions, removal of visible debris, appropriate aggressive sampling, laboratory analysis, and satisfaction of governing criteria.
The regulatory and contractual requirements should be identified before the work begins.
Settled-dust investigation
Settled-dust testing may be considered when suspect asbestos-containing material was damaged, cut, drilled, removed, swept, vacuumed, tracked, or disturbed without adequate controls. It may also be used after renovation, demolition, water damage, abatement, emergency response, or contractor activity.
Sample locations should be chosen to evaluate the suspected source area, work pathways, adjacent occupied spaces, horizontal surfaces, contents, stairwells, exits, HVAC pathways, and appropriate comparison areas. Surface type and sampling area must be documented.
There is no generally applicable federal health-based clearance standard for asbestos structures in settled dust in a private residence. Results should therefore be interpreted with the site history, source materials, analytical method, spatial pattern, cleaning history, building use, and selected comparison information.
New York survey and filing pathways
New York State asbestos requirements generally require a property owner to obtain an asbestos survey before covered demolition, renovation, remodeling, or repair work. The survey must be conducted by a certified New York State asbestos inspector.
When asbestos-containing materials will be disturbed, licensing, certified workers, notifications, work practices, air monitoring, waste handling, and other requirements may apply under Industrial Code Rule 56 and related law.

Depending on the findings and project, the pathway may involve an ACP-5 assessment report, an ACP-7 project notification, completion documents, a variance, or additional DEP and DOB review. The correct filing must be determined for the actual scope.
Review NYC asbestos project requirementsEPA’s asbestos NESHAP applies to covered demolition and renovation operations. At minimum, covered facilities require a thorough inspection before work, and notification and work-practice requirements apply under specified conditions.

Important limitations
Asbestos survey and sampling findings apply to the specific accessible areas, materials, layers, samples, air volumes, dust surfaces, and conditions included in the agreed scope. They are not automatically representative of an entire building.
A non-detect result for one material does not establish that all similar-looking materials, repairs, patches, adhesives, concealed layers, wall systems, roof areas, pipe runs, mechanical components, or inaccessible spaces are asbestos-free.
Air sampling represents selected locations and time periods. Fiber concentrations can change with disturbance, ventilation, settling, cleaning, activity, weather, containment conditions, and the amount of non-asbestos dust on the filter.
PCM does not identify every counted fiber as asbestos. TEM results depend on the selected method, sample preparation, counting rules, analytical sensitivity, and the structures represented in the sample.
Environmental testing documents selected conditions. It does not diagnose illness, determine an individual medical dose, or prove that a particular exposure caused a medical condition. Health concerns should be discussed with an appropriate health care professional.
